Melee and Caster Hit Caps
I thought I'd add a section on hit rating and hit caps as it seems to be a topic of some confusion, in the hopes you can find information on your hit cap more easily. I shall refer all figures to those required for level 80s only.
Hit rating is important for dps that raid, it increases the chance you will hit a raid boss three plus levels then you and therefore is a great way to quickly boost your dps. Hit caps are the point when your moves will hit these bosses 100% of the time (this doesnt prevent a boss with a natural resistance to a certain school of magic, resisting your attacks), and will therefore no longer benefit from any extra hit rating. Of course this doesnt still apply if your under a debuff that reduces your chance to hit.
A draenei's Heroic Presence will give you 1% hit rating if they are in your party reducing 1% of the amount of hit u need to cap yourself. It's also important to not for raids this doesnt cover an entire raid, you need to have that Draenei in your party for you to benefit from it.
Melee.
32.79 hit = 1% hit rating.
The hit cap for special attacks or 'soft cap' is 9% (295) if you have no points in any talents you have to increase your chance to hit, and if your melee that your weapon skill is 400.
The 'hard cap' which refers to the point when a melee classes auto attacks will land every time is 27% (886) for any class that duel wields, and single wielders is 9% (295) same rating needed for special attacks.
Casters.
26.23 hit = 1% spell hit rating.
Caster hit cap is 17% (445.94) with no points in talents or bonuses from debuffs like a druids Improved Farie Fire or a shadow priests Misery.
Histi has listed below all the plus hit you can achieve via your talent points for every class and spec. If you have included these points in your build deduct the percentage of plus hit they give you from the 17% you need to be capped and there you have the actual amount of extra hit required to be capped, simple as that

Allow me to help out!
A list of talents, by class, that assist in hitting that accursed hit cap. I'll describe each talent as if you had full points in it.
Death Knight
Nerves of Cold Steel (Frost) 3% hit with 1H weapons.
Virulence (Unholy) 3% hit with spells.
Druid
Balance of Power (Balance) 4% spell hit.
Improved Faerie Fire (Balance) 3% spell hit on Faerie Fired targets.
Hunter
Focused Aim (Marksmanship) 3% hit.
Mage
Arcane Focus (Arcane) 3% Arcane spell hit.
Precision (Frost) 3% spell hit.
Paladin
Enlightened Judgements (Holy) 4% Judgement hit.
Priest
Shadow Focus (Shadow) 3% spell hit.
Misery (Shadow) 3% spell hit on Miseried (Miserable?) targets.
Rogue
Precision (Combat) 5% melee and poison hit.
Shaman
Elemental Precision (Elemental) 3% Fire, Frost and Nature spell hit.
Dual Wield Specialisation (Enhancement) 6% melee hit while dual-wielding.
Warlock
Cataclysm (Destruction) 3% Destruction spell hit.
Suppression (Affliction) 3% Affliction spell hit.
Warrior
Precision (Fury) 3% hit.
There we go! Hope that helped. In the event of ambiguous wording (I'm looking at you, shamans and paladins) I looked it up and confirmed the exact effect. Please note: Improved Faerie Fire and Misery both allow the hit bonus to be shared by anyone landing hits on that target, but they do not stack with each other.

The Melee soft cap for specials and hard cap for non-dual wielders is 8% now, while this was never explicitly in any patch notes it's been confirmed through testing (and subsequently in blue posts.)

For a hunter...
I know that with Focused Aim, the required hit rating decreases dramatically, here's a little thing I've learnt (which I'm sure all of you know, but hey) from darting across other sites and such.
33 hit rating = 1% hit
263 is what you should be aiming for, if you do not have focused aim.
263 – 0/3 Focused Aim
229 – 1/3 Focused Aim
197 – 2/3 Focused Aim
165 – 3/3 Focused Aim
